ACTION RANGE POLICY

 Effective March 2023

The purpose of the Action Range is to provide a venue for recreational type shooting by Club Members that is not appropriate for other Club Ranges, and to provide a location for training activities by established/recognized federal, state, county and city law enforcement agencies. Para-military, private militia and similar groups are not permitted on the Action Range.

An Action Range use application must be submitted and approved prior to scheduling time on the Action Range. Recognized federal, state, county and city law enforcement agencies are not required to submit an application when using the Action Range.

Action Range Requirements

1. Must be a “group” of two or more persons. A group is either Club sponsored or non- affiliated. For safety reasons, solo individuals may not use the action range. Non-affiliated groups must provide their own insurance coverage, which names Siuslaw Rod and Gun Club as an Additional Insured. (Example of sponsored would be the Cowboys. Example of non- affiliated would be a church or police group.) Club sponsored groups of five individuals or less must all be Club Members.

2. Type of shooting allowed. Utilizing the Action Range must be because the type of shooting desired is not allowed on the regular Pistol or Rifle Ranges or the group is too large to utilize the Pistol or Rifle Ranges safely. The group must clearly define what type of shooting they will be
conducting. (Note: NO full auto or 50 BMG calibers are allowed.)

3. Responsible Person/Point of Contact. Each group must have a “Responsible Person” who will be overseeing the group activity and will apply for usage of the action range. This person is responsible for ensuring safety protocols are observed and for discipline of shooters. The group’s
Responsible Person shall ensure that reserved ranges are cleaned and material is properly stored after each use. If there is more than one Responsible Person/Point of Contact for a group, they must each sign the Action Range Application.

4. The Group will provide a written outline of their safety practices and protocols. The safety practices must directly address the type of shooting activities that will be conducted on the Action Range. Expansion of activities will require additional written safety standards be submitted. Note: These safety practices are IN ADDITION to the four basic safety rules.

5. Materials/targets used on Action Range. Groups using the Action Range must provide their own targets, stands, barriers, etc. Target materials must be approved by the Club. Storage of all materials is the responsibility of the group.

6. The Club may impose shooter fees, separate from Membership dues, for use of the Action Range. Fees will be determined based on the group size and makeup, type of shooting, and Range usage. The Club reserves the right to alter fees at its discretion. SRGC Action Range

7. Club sponsored groups utilizing the Action Range shall maintain a record of individuals (member versus non-member) and fees paid when using the Action Range at each scheduled event. A copy of this record must be provided to the Treasurer along with any fees collected.

8. Groups utilizing the Action Range must schedule usage in advance. Utilization of the Action Range at times not scheduled is prohibited. All scheduling requests shall expire on December 31st. Repeatedly reserving dates and then not using them will result in the reserved dates being removed from the action range calendar and may result in the group’s future access to the action range being removed.:

9 Disciplinary Actions. As noted above, the Responsible Person is responsible for ensuring that safety protocols are followed and that the action range is left in good condition after use by the group. Groups approved for use of the Action Range shall support the Responsible Person in ensuring that individuals in the group follow the group’s rules and procedures as well as the general SRGC rules. Individuals within a group shall observe the rules and procedures for that group. The group may expel or limit the participation of its individual members for failure to
follow the rules and procedures. Individuals expelled from a group shall not be allowed to utilize the Action Range as a member of another group. Groups that fail to follow their own rules and/or procedures, or Club rules and/or policies shall have their approval to utilize the Action Range reviewed by the Club Officers. The Officers may revoke or modify the group’s approval to use the Action Range. The Responsible Person for the group along with one other group member may request a review of a Club Officers’ ruling at an Executive session. Groups whose approval to use the Action Range has been revoked shall not be allowed to reapply for use of the Action Range.
